CONNECTICUT PASSES ONE OF THE MOST SWEEPING AI LAWS IN THE COUNTRY — GOES INTO EFFECT THIS FALL Connecticut has become the second state in the country to pass comprehensive AI legislation, and unlike Colorado’s diluted compromise, this one has teeth. Governor Ned Lamont is expected to sign Senate Bill 5, a wide-ranging law that covers AI companion chatbots, employment decisions made by automated systems, synthetic content labeling, anti-discrimination requirements, and consumer protection provisions. The law applies to developers, deployers, and providers of AI technologies operating in the state. Unless specifically noted otherwise, most provisions take effect October 1, 2026. The chatbot safety rules are among the most specific of any AI law yet passed in the United States. They address how AI companions can interact with vulnerable users and include explicit protections related to minors and people in emotional distress. The synthetic content labeling requirements go further than federal standards currently require. For businesses that operate AI products touching Connecticut residents, this is a hard deadline. October is closer than it looks, and the compliance requirements are not trivial. Privacy lawyers and compliance teams are already working through what SB5 means for their platforms. Connecticut joins Colorado on the map of states that are not waiting for Washington to lead. Several other states are watching closely to see which approach survives legal challenge and sets the national template.
