Federal prosecutors in Brooklyn unsealed criminal charges against two men accused of manufacturing and distributing AI-generated deepfake pornography at a scale that accumulated nearly 3 million views online. Arturo Hernandez, 20, of Texas, published at least 113 albums of deepfakes targeting more than 50 women — celebrities, politicians, and private individuals alike. Cornelius Shannon, 51, of New Jersey, went further: 360 albums featuring approximately 90 different victims. The Take It Down Act, signed by President Trump in 2025, made it a federal crime to publish or threaten to publish non-consensual intimate imagery, including AI-generated material. Platforms are now required to remove flagged content within 48 hours of notification. The criminal prohibition has been on the books for a year. The platform compliance mandate only kicked in days before these arrests. This is the law’s first major enforcement action, and the message from the Justice Department is blunt: scale of distribution does not protect you — it convicts you.
