APPLE GETS CHINA’S BLESSING TO LAUNCH APPLE INTELLIGENCE — BUT ONLY IF IT RUNS ON ALIBABA’S AI INSTEAD OF ITS OWN China’s top internet regulator, the Cyberspace Administration of China, has approved Apple Intelligence for distribution in mainland China, clearing the way for the company to bring its AI assistant to what is also one of its most critical hardware markets. The catch is a significant one. Apple cannot use its own AI stack. Instead, Alibaba’s Qwen model will serve as the underlying intelligence layer powering Apple Intelligence features across iOS, iPadOS, macOS, and visionOS for Chinese users. Alibaba confirmed that Qwen will be integrated directly into Apple’s operating systems, covering text and image recognition and generation. The arrangement essentially gives the Chinese government an AI model it trusts inside Apple’s most sold products in the country. Apple has been locked out of the AI wave in China for over a year while domestic rivals ran ahead, and its share price in the region reflected it. The partnership with Alibaba is the price of admission to a market that still accounted for roughly $67 billion in Apple revenue last year. Whether the Qwen integration also gives Beijing a back channel into what users are doing on their iPhones is a question Apple is not eager to answer publicly but one that regulators in Brussels and Washington are already starting to ask.
